Y a-t-il un pays européen plus marqué par sa relation à l’eau que les Pays Bas ? C’est sans doute la raison pour laquelle les techniques hydrauliques s’y sont développées en premier. Au début du 17e siècle, dans le nord de la Hollande, on commença à retirer des terres à l’eau, motivé par deux objectifs : gagner de nouvelles terres de culture et mieux se protéger des inondations. La petite commune de Beemster près d’Amsterdam en est un bon exemple.
